Yep. Random. OTOH, Random miniature game packs work, since you can hold sealed box tournaments to level the $$$ playing field. With RPGs, this can't be the case. It's the story first, miniatures last. The quality of WizKids prepainted miniatures can be very good. I'd look at the DC HeroClix...
