    You mean, I trust, that it should be either: reliable, with the current effect given on a hit, or keep the effect line, and remove the reliable That'd make it balanced.

    Is it an Encounter or a Daily? It is odd that it would have a powerful Effect and be Reliable... one or the other is good.... both?

    FoB is a free action triggered by hitting, so I'd say sure, you get your extra damage and slide... makes a nice combo for moving the enemy about. As for the jump, technically you can not, without some power or bonus, enter or pass through and opponents square, and at that point you're not...

    I haven't seen the power; are you saying the miss entry is better than the hit entry? 'cause the effect happens regardless, so it's not better than the hit, it's part of the hit.
