    super basic shield question

We consider Shield pretty worthless if you don't know that it will cause a miss when you use it. Besides it's fun when the DM asks if a "x" hits and I can say "Not this time!".

Does Bigby's Icy Grasp provoke OA on subsequent attacks?

Initiating a ranged power provokes, sustaining does not. That's how we've always played it. Considering if it did provoke, who'd ever use it? Just to sustain my daily I'm going to get slaughtered by AoO? Seems to seriously weaken a Wizard/Warlock.

    Quick, easy, possibly stupid question.

No. It's an immediate interupt. So you only get one per round.

    Genasi: Versatile Resistance

General rule is resistances don't stack. So Resist Fire 5.

    Secondary attacks

All the powers I can think of are must weild "light blade, heavy blade" ect... So all attacks are with the weapon you must be weilding or it specifies that the subsequent attacks are with the off-hand weapon you must be weilding to use the power. What power(s) do you have questions about?

Elven Accuracy + attack twice powers

And I'd go with )2. I don't see p269 having relevance here. You declare the use of Twin Strike, roll your first attack, decide to use Elven Accuracy or not. Move on to the next.

    Swordmage stacking fire damage.

Hmm, is the damage to enemies adjacent to your target the result of a melee attack. I'd say yes, but attack against those adjacent? I'd say no and not add another +str fire damage to them. Just the primary.

    So, Wintertouched...

It's definately not worth a paragon level feat. You can always retrain a featto get both at 11.

Does a reroll get the same bonus/penalty as the parent roll?

Yes. It's still your next attack roll, after all. You're just rolling twice for it.

Effects - do they require a successful hit to work?

It depends. If the Effect is indented under the Hit line, then yes, it must hit. If not the effect occurs regardless.

Can sustained conjurations and zones fly?

Since 4E pretty much ignores the 3rd dimension CS response was the powers go all the way up. Sounds stupid, but so does not allowing for 3 dimension combat in the game. I have no problem allowing an effect like Stinking Cloud to be moved vertically, Bigby's is questionable, but I'd allow it too.

What's better: Rain of Blows, or Hesitation Slash?

I don't want to turn this into another "3 or 4 attacks" thread. Especially after reading them since 4E came out; however after you state what's obvious to you, I'll reply in kind. So by changing the formatting to your proper way, it reads the way you want it to? The only confused people are...

Moving Stinking Cloud over an enemy: Did the enemy enter the cloud?

That's how we play it, we also never think to add the damage multiple times per turn like many on here want to. I'm never going to deal more damage to a creature for moving in and out of an effect than if they spend their whole turn in it.

DM's perspective: How to deal with the flaming sphere

No to both. How would it provoke? A: It's not a creature or animated object that be destroyed/killed. See A plus add it has no actions of it's own, it's not intelligent, programable, or had any instincts. It cannot make AoO.

    Versatile Weapons and Power Attack

No they don't count as two-handed weapons. There is no need for a ruling either. PHB p 217 clearly says they are one-handed weapons you can use two-handed. Only two-handed weapons get the higher bonus. Not one-handed weapons being used with both hands.

    Aura questions

Mengu, You're mostly right and I think the part you are incorrect on was a lack of clarification. If a creature uses an area attack and includes the marker, they don't suffer the CC attack, but still takes a -2 on all the attack rolls against everybody else.

    Multiple effects

One for both cases, unless the "5 ongoing" are different (such as one is cold and the other is fire). If they're untyped damage still just one.

    Save that ends the effect

Just wanted to point out their being skeptical, and with reason. If you what you say is true it's not random chance and changing the rule to a higher save will not solve our problem. The reasons we are skeptical are two fold. Confirmation Bias and knowing how bad human memory is. The same...

CS response to Dying Condition question

Probably the same one in 3.x that caused people to think spells ended when the caster dies. i.e. There isn't one.

Mordenkainen's Sword. Am I reading this right?

Our group decided to make it automatically follow the target, otherwise none of us would take the power. For a lvl 9 daily it'd be woefully underpowered. You might as well just move yourself to stay safe and blast for the same damage.
