Well... If what happened to them recently is any indication, I'd say the CR for each one would be 1/8 or so, but not much higher than 1/4. :D

It does seem high, but I think it's because virtually ALL Dark elves come from here. At least that's the impression I got after reading the hardcover. I would imagine maybe a few very small outposts in outlying areas, but not much further than a 100 or so miles away.
