    I'd allow it. Consider that clerics get Wind Walk at level 6, and that's far more powerful. I'd also recommend giving Mass Phantom Steed a shorter casting time.

    Just about the only real advantage to being a fighter is the bonus feats. Doesn't giving out bonus feats to everyone dilute that advantage?

    I'd argue the opposite: with so limited a range of spells known, it's much more to their advantage to gain access to new spells that are individually more flexible. That's why so many sorcerers take glitterdust; it's not that the spell is extra-powerful, it's that it has multiple applications.

    You could maintain a permanent pool of crafting XP that can be converted to (or from) APs, but pin the conversion rate to the character's current level. Say, each AP is worth (100 x level) XP. So if you convert 3 AP into XP at 2nd level, you get 600 XP. If you decide you need more AP at 3rd...

    Aside from the fact that the rules already provide a penalty for dying, why include one in your new rules? Is this to simulate how you see death and resurrection working in your world, or is this a metagame penalty to encourage players to avoid getting their PCs killed?

    Unused points are discarded? I don't have the Eberron book, but I'd assume they work like Action Points in the SRD, and there's no indication there that unused APs are discarded when you level up. Why not allow PCs to bank Action Points and pooled XP from level to level? Will that break anything?

    Nope. In fact, I'm doing quite the opposite: a game with only arcane magic, and no divine magic or psionics. (Arcane casters get access to the divine spell lists, though... gotta have some means of magical healing!)

    So... you're trying to make Experts a PC class and give them niche protection? Okay then, what does the Expert do during an adventure when he's not crafting or appraising or professioning? Also, taking away Appraise from rogues is... well, that kind of puts a crimp into the thieving business.

    I've gotten rid of clerics and divine magic entirely. Spellcasting priests are either wizards, or Experts using ritual magic (Incantations from Unearthed Arcana).

    Or if you're dealing with literate opponents, put Explosive Runes on a piece of paper and slide it under the door. You can tie it with a scented ribbon for extra points.
