    I run a high-level 5e game (10th-15th) which sees disparity in levels for a time, until the stragglers (for various reasons, usually newer characters) catchup. It has not been an issue for our campaign at our levels and the players do not seem to mind it.

    Right. So gamist would be to have the rules "set-up" so the players could wish the runes emulated a certain spell say they would be able to work out the DC themselves? i.e. no negotiation necessary with the GM and that would possibly be function of the runes on a successful skill check.

    That's the way I see it with the risk being the higher the sought after power from the runes, the greater the DC but also the greater the chance one gets hit with a failure/complication etc. For the more Trad GM who aren't fans of these runes because of the fictional manipulation it provides...

    I think we have to be practical here, the player may also not determine the runes give them mad-xyz. The xyz would have to be measured against the fiction and the game rules in the same way the priest would be willing to do a measured abc and not the examples you sighted.
