Depends. If you are in Eberron then the captain of a ship would generally be a level 3 NPC. If you are in the Forgotten Realms the captain of a ship would be a level 20 NPC.

I made my own in the 80's. Got a big flat piece of wood and painted it with glossy white paint. Then I scored in the one inch squares with a craft knife and a large ruler.

I like #3 - that means that mounts will be able to be speedy, which is really the main point of having one.
