It's pretty much ok as far as I can see. They main issue is the rapier + shield which will limit you damage-wise compared to a fullblade. I wrote an handbook on WotC's forum. Maybe it can help you.

I usually give an infinite quiver for free to PCs using ammunition when they reach 6th level. By that time the cost of ammunition becomes trivial and at the same time bookkeping becomes more time consuming.

RAW I think the assassin should have been falling. He took a move action, then he was falling (and RAW took damage) and then he would have been able to use a standard action. If he could teleport as a free action then things would have been different as you can typically take free actions even...

Actually it is not so difficult due to maths or details, the main advantage of CB is that you have everything at hand. But if you don't have to make an high-level PC from scratch (i.e. you start at low levels and normally level-up) then the amount of work at each level is pretty low.
