    Almost correct, but not quite. Penalties always stack unless they come from the same POWER. Considering all the different ways to add penalties to you attacks they should use the new "same named game element" rule, but they haven't changed the penalty rules to use that yet.

    Even so, the Wall of Fire doesn't make attacks. It does automatic damage. Since there is no attack roll involved the Wall of Ice takes no damage.

    Quick crit question

    If you didn't roll high enough to crit then how is it suppose to trigger crit effects? Anything that happens on a crit happens only if you crit. If you roll a 20, but don't have enough bonuses to actually hit the enemy then you did not crit.

    It's a legacy rule. You absolutely can do 0 damage with an attack in 4e. If a Wizard with an 8 strength throws a punch, hits and rolls a 1 for damage he will do 0 damage because of the -1 strength modifier.
