Can a Monk Use a Reach Weapon to Deliver a Touch Attack?

There are also a couple of Warden Dailies that will increase your reach for an encounter.

    Sorcerer: Lightning Breath question

Yes. Dragon magic is indented under the effect line. If the effect happens whatever is on the dragon magic line happens.

D&D 5E (2014) I hope the next CB update cleans up the Monk

The next update should be adding the PHB3 which the Monk is a part of. That should bring the Monk up to date to what is in the PHB3.

Superior-implement staff with a weapon enchant?

The implement staff can be used as an implement, but it is not a quarter staff. Since it is an implement it is only eligible for implement(staff) enchantments.

Helmed Horror's Elemental Greatsword: stats are?

Generally, weapons held by monsters are only usable by that monster. In other words the greatsword you found is a regular greatsword. Elemental Greatsword is just the name of the power the Helmed Horror is using. Edit: Monsters don't follow the same creation rules that PC'c do. That is why...

    Grab rules

It does not work on forced movement. The reason it specifies that Shift doesn't trigger the attack is because shifting only stops Opportunity Attacks and Spirit's Fangs is an Opportunity Action. Forced movement, on the other hand, doesn't allow any Opportunity Attacks or any other Opportunity...

    Astral Seal % a +2 Holy Symbol

Page 278 of the PHB under the heading of "Critical Hits". It's in the Section that talks about Maximum damage.

    Astral Seal % a +2 Holy Symbol

No, you only get the extra crit damage on powers that do damage. You can't get extra damage unless you do damage first.

    PHB3 Weapon Properties

A superior implement is an implement, but better. Read this thread at WotC link.

    Another prone question-atacking

Prone is a -2 to attacks and it does not stop you from being able to make OA's. The Prone condition is on page 277 of the PHB and it does exactly what it says it does. No more, no less.

    Magic throwing weapons

Yes, magic weapons with the heavy/light throw property return to your hand when thrown. It's on page 232 of the PHB.

Prone then Teleport/Move (Slide, Pull) = Still Prone?

An acrobatic stunt is a Standard or Move Action. Sure sounds, to me, like something that is supposed to be used on your own turn and not as a reaction to something.

    Grab rules

Stowing a shield is most definitely a standard action. There are no rules about dropping a shield, only stowing. There is no such rule about light shield. Both shield types are strapped to your arm. So, dropping a shield is not like dropping a weapon(which is a free action). I would sat that...

Staff Fighting and Dual Implement Spellcaster

No it doesn't. Weapon properties only apply to the weapon they are attached to. You need to actually attack with the Subtle Weapon to gain the bonus.

    Melee Range

Melee 1 is restricted to only attack 1 square away, but melee touch is as far as the the creature can reach(usually 1 square). A Goliath with the Stoneblessed PP would have a reach of 2 squares so they would be able to attack, with a power that has the melee touch range, 2 squares away.

You have to be able to use Staff implements to use that property and the property only works with weapon attacks.

    harmonious thunder

Oops that was the proposed fixed version. I didn't read that post close enough. I have no idea what the power actually says. I wish I had a PHB3. :(

    harmonious thunder

It's a Monk power in the PHB3. I only know about it because it's in the PHB3 errata forum at WotC. I think this is the part he is asking about.
