I find it odd that the Minotaur is in the PHB3 since they had a really nice write up in Dragon. As for the 4th race the only thing I can think of would be another monster race(Gnoll?) or maybe a Darksun race(Mule or Thri-kreen?). .

No you can't. PP powers are not power from you class. They are powers from your PP.

They are both untyped bonuses so they stack.

You aren't quite right. You don't provoke with melee or close attacks. Only ranged and area attacks provoke. Burst or blast doesn't matter.
