It does, sort of. Slowed does two things. It changes your speed to 2 and if you have already moved 2 or more squares you stop moving. Unfortunately, if they haven't moved 2 or more squares and the shift isn't based on their speed the slowed condition will have no effect.

Um, Combat Superiority is the fighter's OA mechanic. You are thinking of Combat Challenge. Combat Superiority = +WIS to hit OA that stops movement Combat Challenge = II melee basic attack when an adjacent marked enemy attacks someone other than you or shifts.

It's possible that it might part of a list of powers that the human can choose instead of an extra at-will.

There is a Wizard daily power called "Wizard's Fury" that lets you can Magic Missile as a minor action once per turn. Other than that there is no way to cast Magic Missile twice per turn.
