    You gain an action point

    But the power never says that the action point doesnt count towards the amount of action points you can spend in one encounter. Personally I think its still a good power. Normally you can only spend an action point once ever other encounter, and this one lets you spend one every encounter.

    If its an immediate interrupt then the attack and all effects of that attack are resolved before the action. If its an immediate reaction then the attack and all effects of that attack are resolved after the action.

    Because halflings are big enough that they can wield it proficiently without taking a penalty. Its a one handed heavy weapon, so obviously its going to be on the upper end of their abilities, but they can still use it as a human would, at least mechanically.

    I use a rapier and daggers, that way I get the bonus to damage when I want, and the bonus to hit whenever I want.

    A longsword is a versatile weapon, so a halfling would have to hold it in two hands, the equivalent of a human using a greatsword. A halfling cannot use a longsword in one hand. And no, a rogue wouldnt necessarily use a short sword because he gets a bonus +1 to hit with a dagger.
