    Here is a good example of a camo cloak, it's what I envision someone looking like when wearing a cloak of elvenkind. http://realtree.com/people/images/1115.jpg A camo cloak is completely effective in the woods, not so much in snow. Elvenkind I imagine to change to it's surroundings.

    I find the best solution is to make them mean something (anything worth a significant amount should be RP'd out to find). The treasure values should remain equal to the DMG, but that doesn't mean that there are shops with "everything" available.

    I completely agree. It's why I don't play any living campaigns. If my fighter can't even use alchemist fires and fly potions that's silly. In a world with no magic items fighters are hopelessly lost, no way to see invisible, no way to fly, etc.
