I have never played 1 through 20.
I have played from 3 to 16 thought and once joined a 10+ level game that made it to level 19. I normally think of it as 3 "levels" of play
pre fireball (levels 1-4)
fireball but pre raise dead (levels 5-8)
and
high level (level 9+)
I'm not sure they are powerful but useful. They are the type of open ended spells that can be used creatively to do way more then the basic idea of the spell.
I love when someone at the table takes the open ended spells and totally pull off things that make the dm say "You do what now?"
