It provides a 20% miss chance from Concealment. TOTAL Concealment, which denies AoO, provides a 50% miss chance. So, blinking does not provide total concealment, so it does not help with AoO.

Oh, I'm sure there's ways to do it. I was just saying, it would be pretty complicated, and that's why I don't think there's a feat that does it.

Mutants and Masterminds has a feat called "Accurate Attack" that lets you do so. However, how would it work in DnD? Roll damage first, and then roll to hit? Because otherwise, you might wind up burning more damage than you roll just to hit. Or what about a critical hit?

Not that it's relevant to the race design, but Stoic actually is/was the name of a group of people, those who followed Zeno of Citium.

Also, isn't there a prestige class that might fit? Shadowbane stalker or something similar?
