Definitely recommend Underdark. When I first looked through it, I was disappointed at the lack of crunch. But when I started actually reading the fluff, I found I really liked it. It's a nice, compact, look at all the different forces at play there.

An option to consider: When they would hit 7th, give a feat, as for E6. When they'd get the second bonus feat, they hit 7th. Then 2 or 3 feats before hitting 8th. Then, they never reach ninth. It's a bit of a combo of E6 and E8, and makes it more obvious that the final two levels are big.

I'm in the same situation. It's one of those ideas that are obvious once suggested. I mean, my group has had quite a few surrender situations etc. but they way they're reached generally seemed a bit clunky.

The rules for Line of Effect would seem to contradict that: Does anything state otherwise with regards to sustaining powers? I mean the sustain effect is definitely affecting the sustained zone (by causing it to continue to exist) What am I misunderstanding here?

It seems like LoE would be needed. My logic: If you don't have Line of Effect, you can't act on the zone at all, and sustaining the zone requires acting on it. But I'll freely admit, i'm not sure if that's how it actually works.
