Yes. Holding the charge doesn't take an action; it's the 'consequence' of missing with that attack. Just don't touch any allies before Shocking that guy next round(or casting another spell and thus dissipating it).

I've only seen two spellcasters IMG get high enough to cast it. One was a wizard, the other a sorc. The wizard took it and cast it a fair amount. It tended to be one of his typical battle prep spells.

Buff spells. I never liked the shorter durations of the buff spells, just because it leads to more bookkeeping; but then, for that reason I've never really liked them. A temporary stat-change can be a big pain in the bum; shorter durations just exacerbate it.

That one is more simple as it is formulaic: at each level, you need to gain 1000 x level XP eg. a level 1 char needs 1000 xp to advance; level 2 needs 2000 more(3000 total) to advance; level 3 needs 3000 more(6000 total) to advance, etc.

That's not so much a 3.5e ability as a 'Forgotten Realms' ability; not to mention a good example of the main reason I don't play in the realms.
