    There's nothing wrong with DM judgement calls that put a kabosh on DM-percieved rule abuses. That's the job of the DM. Were it me, and I thought the rules were being abused (regardless of "balance" questions), I would also put the kabosh on it one way or another.

    No... if the spell is modified to drain levels, that's a different deal: A level draining effect is not damage. I would not allow the broach to abosrb level-draining magic missles.

    I'd allow it with the use of a feat. For simplicities sake: FEAT: Pseudodragon Verbal Casting: Prereq: Must be a pseudodragon Benefit: Gains the ablity to use verbal components when casting spells. May also form words sufficiently to activate magic items that require command word activation.

    The Book of Exalted Deeds does not agree with you. There is a big difference between what is "acceptable" and what is "good,' and even more so for an "exalted" character. For sure.
