Instead of tarot cards you could use cards from a CCG (like MtG) that have pictures like the characters. Players might like finding a card that represents their character--sort of like picking out a mini for your character.

What made R2k different than L5R or OA is that it's set in modern day. (Well, modern day minus 15 years.) So it has clans, samurai, majo, magic, etc. but it also has motorcycles, corporations, firearms, etc.

I think you just gave yourself the best advice for this campaign. Talk about the concept as a group and find out the players' interest. Find out who, if any, wants to be the noble and whether everyone's okay with them being the noble. Figure out as a group how the rest of the players fit into...
