For quickness of play, and ease on the GM, I've found SilCORE to be pretty decent. Its the system the aforementioned Heavy Gear runs on. If you want mecha AND starships* then look for their campaign setting "Jovian Chronicles." So far, my experience with Heavy Gear et al as far as Mecha goes...
