I quite like the bones of the setting and I like 4e. I run it in tabletop (the PC's hit Paragon a few weeks ago) and playing here helped me with that campaign. I think that officially they are unlimited, but I wouldn't allow more than one in my tabletop and I'd disallow purchasing, except for upgrading (big sacrifice to the deity time!). This L4W proposal thread may prove interesting to you. I think it made a good decision.

If it helps XP wise, I ran the scenario (with some tweaking for this particular campaign) with six players (plus invariably a Companion Character) pushing from upper 5th level to midway through 9th level. The PC's pursued most major leads and gathered the deck (now they're off to destroy it!)...
