    Trying to hit my friend with Rays

    I'd go with the "Subtract DEX bonus from touch AC" for friendly attacks - with negative bonuses (for stats 9-) increasing the touch AC. Somebody that darn clumsy moves erratically enough that it would interfere with their own friends IMO...
