    How do you get that a +29 modifier at 8th level? My reverse engineering says 11 ranks, +5 from Skill Focus and +2/+2-feats and +4 for a high attribute score. But that leaves about +9 unexplained.

    You are wrong in this case - the afflicted character gains all tiger hit dice and is such 9th-level, discounting the LA. He gains also low-light vision, scent and a wisdom bonus of +2, so I wouldn't think, that your theory holds true.

Incidentally, SKR hasn't mentioned Anti-magic Field yet - another horrible absolute. EoMR solved this problem - antimagic...
