    The first and last parts of this sentence are in conflict. "It is meaningless, but also here's how it happens." If a woman character is blocked off from high strength scores, they are blocked off from the narratives those strength scores would lead to.

    Yep; Strength is the only line on the table which is different for men and women, and it is lower for women across the board. (Although in some cases, only lower in the exceptional strength categories.) Again though - this is one edition in 40+ years which included this.

    You know dragons can fly because they have a fly speed. Pretty sure the fluff never describes how they are flying around. You know there are strong halflings because exceptional individuals can have high strength. Mechanics can - and do - both imply and create the game narrative.

    One earlier version of the game - AD&D 1e. It was notably absent before, after, and contemporaneous to 1e (that being the BECMI line). I don't think there's ever been a time that the only published version of the D&D rule-set has included attribute caps by sex, unless Holmes has them.
