Somehow I expected to see that show up ;) I'd say go for it, it doesn't seem to be as large an advantage in 4e as 3e and there were a couple races or templates that acquired it in 3e with a +1LA. Since all 4e races are effectively +1LA then I don't see a problem.

Galeb Duhr are in MM2 though if you want a PC race you'll need to tone down the power. If it's an NPC race they're fine as is.
