    It's a houserule, but its quite reasonable. Its kinda weird to have a buddy petrified or desitegrated faster, because you tried to help him. Also, races like hobgoblins that get free saves logically should be more resistant to such effects, not taken down by them quicker.

    Something that often gets overlooked is that the Ranger can add his damage only once per round, while the Warlock may do it every time he hits (he may hit several times, for instance if he uses an action point or with AOO).

    Yes it does. However I can also see a kind of logic in the opposite - if my ally stands between me and a monster I am trying not to hit him, if another monster stands between us, I just don't care... And the wording is kinda ambiguous, at least to me.
