The Wizards Premier Retail Program or something like that has the relevant details. Basically, it says that you get product two weeks in advance. Mearls has confirmed it on twitter as well; players who have a store in their area could have their PH prior to GenCon.

Note; the Player's Handbook will be available on August 5th at local stores that are findable using the "store locator" on Wizards' website. This is two weeks before Amazon is allowed to ship books to folks who pre-ordered.

Y'all will be able to make characters in the starter set. :D Not sure as to anything beyond that, or how limited the character creation bit is (might be only pre-gen classes and pre-gen races), but AFAIK the starter set will have character creation.

I believe that you will be able to make (low-level) characters from the starter set; at least based on the scuttlebutt I've heard at the LGS. Excited for the adventures; people will be very pleasantly surprised at the quality, IMO. I think the price for the PH will drop to 40 on Amazon...
