    This is not an issue so long as you don't stick the "d20" logo on your game. You can use the OGL to publish a complete RPG. Take a look at Traveller, Everquest, and Mutants & Masterminds. All of them make changes to advancement, creation, etc, and none of them have the d20 license on them.
