Spiked Chain isn't "broken". Its silly, and thus why I don't allow it in my games. A regular chain weapon that did all that (perhaps lower dmg?) would be fine in my book. Well yes, you can take Improved Crit with this War Scythe. Agreed!

No. This is basically one step better (20x4 to 19-20x4) than a martial weapon (Scythe) and that is prefectly acceptable for an "Exotic" weapon (err, what those other guys above me said :p).

Ditto to Sehkmet's answer. I have personally used Magic in the Blood with "almost racial" SLAs, such as those granted by 1/2 Celestial or Phrenic. Note that Psionic like abilities are just... SLAs. You're the DM, this is your arena. You want a blind NPC seer who cannot simply be healed, make it so. Or if you need a "RAW" way to do it, have the damage from a vile source. As long as the PCs haven't have any experience with vile damage (can only be cured while in a consecrated location) then...

Shields get short shrift in D&D, always have. For my games (5e or not) I am considering dropping their tiny AC bonus and instead giving them a percentile chance to simply block an attack. It works for Blur and Displacement. Alternately, I am considering boosting Shield AC up higher than it has...
