I do believe the answer to both of these is No. I'm pretty sure that later MM monsters were either not part of the SRD, or people just got lazy and didn't reprint them. I think you're out of luck. However, If I'm wrong, I wouldn't mind knowing where to look.

Yeah, I use parts of the default setting. My favorite setting has always been Forgotten Realms though so I just layer whats in the PHB over that and there's my setting.

My FLGS hasn't bought a single new Palladium book since they had their troubles. I thought they fell through honestly. I haven't checked their website however, so I guess I've kept myself out of the loop.

I run 4E mostly now, with some SWSE and nWoD mixed in. I play in a 3.5 game as well. I spend more time on 4E but I think thats to be expected as a DM and not a player. I'm enjoying 4E alot, and it's only getting better as more stuff comes out!
