    You're forgetting that the PC on 1 hp has a full round of actions to (among other things) stand up, their allies are now focused on the threat to them and that the 2d6+14 is every second turn. It's certainly not a good position to be in, but I don't think it's as bad a strategy as you claim...

    A character on 0 or less hp who receives surge-based healing regains 1 hp if they can't spend a surge*. It's not much, but at least the PC is conscious and attacking. * (unless the RAW specifically refers to "has no surges to spend", I'm AFB)

    That is a GREAT idea. It's an informal "ticket to ride" system, the money eventually get returned to the player group, and the store gets the cash in the meantime.

    Your house rule goes a long way towards making paragon multiclassing viable. If you allow PCs to take hybrid talent feats where a PP would normally grant features (levels 11 and 16) and massage those feats so that they actually work, you'd probably have a very workable multiclassing system.

    I like most of it. I'm especially glad to see support for inherent bonuses, because I'd already decided to use them to save myself treasure-planning time. Who knows, maybe when the full treasure system is known I won't have to worry at all! I'm not sure how i feel about the idea of prestige...
