    I would think that it would not include other modifiers. It's a feature of a class; if they wanted it to modify powers they would have made it something like: 'Your encounter powers gain a miss line of 1d6+Charisma modifier damage"

    What resources do you use?

    I've been dropping monster defense, like PirateCat said above. However I don't do it consistently (aside from PHB1 solos), and I'm beginning to lean towards the 'it's not an issue' school of thought. Monster attacks vs non AC defense are the one thing that I'm worried about at the moment.

    You're looking, effectively, at 3 classes. Avenger for rerolls. Ranger for twin strike. Rogue for dagger master. Without versatile master you'll need to give up one of these.

    My general rule of thumb is to read "Encounter Power" and "Daily Power" as "Encounter Attack Power" and "Daily Attack Power", because 95% of the time that looks like the intent.
