    I'd look at the Midnight races and Bloodlines. The races in Midnight are all about LA +1 versus the standard races (IMO) and the bloodlines there are pretty interesting. You'd have to eyeball some of them for balance, but that would be a decent starting point.

    I thought all of the "reduces level added by metamagic" feats had a stipulation that they cannot reduce the level adjustment to less than 1? IDHMBIFM, but I believe that was the case -- specifically to avoid the problems with every spell being Empowered like this.
