Honestly, I allow sorcerers to use Quicken without a full round anyway :). But considering that you can't even use Quicken until 10th level, there is plenty of opportunity for sorcerers to take this with other metamagic. That's pretty cool :). I like the reactive counterspell idea - makes wiz...

I am inclined to believe that they are roughly equivalent, but with the addendum that caster levels which exceed your character level should not be allowed. Higher level spells don't just add to your power (which feats do), they change the nature of the game, and the various classes, monsters...
