I do this for Mutants and Masterminds and it's sweet. It makes handling lots of NPCs much easier for me. I don't even use saving throws, I make the players make effect rolls vs a static DC.

That's when they have the lowest Will Save. ;)

I don't get how a character can be more or less legitimate. It either is or isn't. The DM approves it or he doesn't.

I just ran an All-Jedi one-shot w/M&M and it worked great. The players said it had the most Star Wars feel of any SW RPG they'd ever played.
