    The wizard cannot normally have many ranks in Search anyway because it is not a class skill for him. After a few more levels, most rogues should be able to outstrip a wizard in that area. It is a special ability for elves and makes elven rogues rather valuable in that area.

    There are no core rules (or any others that I've heard of) that exist for this. The DM can decide to do whatever they want with it, but your idea so far seems good enough, but someone would have to actually spend time using the craft skill to make the armor.

    You've quoted the relavent part; it only uses the Base Attack Bonus of the person who loosed it. It does not say that it uses that creatures strength, so therefore it should not.

    The problems seem to lie at higher levels. In my experience, my epic level fighter characters (though the had prestige classes at that point, this point is still valid) were unable to do anything in fights; the wizards and sorcerers ended up finishing the fights before I could do anything...

    Actually, the Overchannel feat does indead allow someone to spend more than the manifester level on a power, but the catch is that you take damage while doing so.
