    Monsters of the feywild.

    Pseudodragons should be an exception to this, they're almost fey as it is! I could see a few other varieties of dragon being unique to the plane, like song dragons perhaps...? I'm not familiar enough with them to be sure about that though.

    I don't think it's anymore complicated than talent trees that simply require you be 11th level or higher before starting on them. After all, it doesn't have to be more complicated than that, so why make it that way?
