    I suspect that the inverse would give better results; the industry pros are having too many hands and too much work in the pot. You don't see GM hand-forging body pannels; cut down on the 50 folk that wind up working on a book, and you can sell the book for a price the market will like better.

    Hence, the "simple" bit. I think I'd tweak this and solve it via dice-rolling; the magic items should be semi-sentient, but by and large no more of a RP hassle than the PC's horses. Oooh... I like it. It very, very much fits into my game setting. /me gets ideas of items stacking to work...

    IMC, I allow caster levels to stack (among oodles of other tweaks.) A ranger/sorceror casts better than a fighter/sorceror, for example.

    Well, actually, that couldn't be done. The "memorize higher level spells in lower level slots" is a 3e rule. Despite its flood of options, level-swapping just didn't happen in 2e. (Of course, your primary requisite didn't matter for spell-level access until the very highest spell levels...)

    Creatures that get feats like that likely get access to them as a racial bonus. A custom half-dragon wolf wouldn't have to talk Weapon Finesse (?) if it didn't want to, but it could even if it didn't have a high enough BaB.
