Rogue Easy Target grant CA the same turn?

Same turn, different attack? Sure. Same turn, same attack that grants the CA? *Dalzig pats his slapping fish*

    (KotS Spoilers) The Statue Room

In the Updates, it gives the option of having powers affect objects just as they would creatures.

    DM Screen vs. PH

Hmm, is your DM screen in German or English? It could turn out to be a problem translating.... [Not necessarily on your part. WotC has screwed up some translations before, IIRC.]

    DM Screen vs. PH

...Sigh. They did it again, didn't they? WotC really needs to learn that it's okay to have the teams working on different projects talking to each other. Hell, maybe even having their interns proofread stuff... As for the mechanic... I don't like it. It makes it entirely too hard to kill...

Death Saving Throws (& Flanking while prone also...)

By RAW, once you stabilize, you stop rolling. This stops any possibility of getting back up on your own. I agree with this, as it's a kind of gambling. In Vegas, you can't sit at a poker table without any chips and expect to make money if you play enough times. The only real problem comes...

Dragon Magazine #365's Character Concepts: Masterful optimization advice by WotC

The reason I'll let MC-wizards take Archmage: They get nothing for it. Spell Recall: "Choose one daily SPELL..." Arcane Spirit: "...spell...spell....spell..." Archspell: "Choose one daily spell...." Shape Magic: "...regain one arcane power...." So only Wizards, Warlocks, and Swordmages can...

    Certain Justice

See, now why couldn't you give your reasoning in the first place and save us some time? :) The only reason this is powerful is because of Divine Challenge. All other marking abilities last until the end of the next turn. Divine Challenge keeps going, and going, and going... I'm guessing...

    Certain Justice

It doesn't need one. As long as the target is marked, it is weakened and dazed. The duration is the duration of the mark.

I'm starting to think that article was written by Peter Schaefer instead of Peter Schaefer. :rimshot:

do monsters get surges and second wind?

Whatever the primary source is for the topic you're looking at. A passing mention in the PHB doesn't invalidate a hardset rule in the DMG.

do monsters get surges and second wind?

DMG 187, top of second column. Incorrect. Monsters possess healing surges but do not have Second Wind by default.

Why all the hype about initiative?

Wizard goes before minions. Destroys creatures before they can act. Rogue goes first. Free sneak attack at range. Warlock goes first. Can curse minions so boon activates when minion goes boom. Fighter goes first. Can establish front line farther up.

    DMG Adventure and Final Fight

So he does... but that doesn't mean you have to kill him. You ever Dine and Dash before? Apply the same thing to D&D. Grab the treasure and get out of dodge! If a party can't distract the dragon for a couple rounds, they're no good. ;)

    DMG Adventure and Final Fight

Oh, it's definitely meant to be a ball-buster. Level 3 Solo Brute against Level 1 characters? That's brutal. IIRC, the encounter was actually designed for DDXP to result in a likely TPK. Wizards was surprised that people actually ended up beating it. Now, is killing Szartharrax actually...

    DMG Adventure and Final Fight

Well, the dragon in the DMG has 32 more hit points than the one in the MM. That makes it a little bit harder. The rest probably comes down to how many daily/encounter powers landed and how well the party worked together.

    Firing into Melee

They're not equally good. The Ranger and Warlock receive Prime Shot which makes them better when they don't have to worry about teammates being in the way. So while not having a penalty, they are penalized for shooting into melee. They just don't receive the bonus, which is a reverse-penalty.

Divine Challenge and Attacks of Opportunity

    A) Yes. Any attack incurs the wrath. B) The monster is aware the attack will hurt it. It is up to the DM whether or not it takes its OA.

    Bodies = Difficult Terrain?

That's a different kind of RAW. You could also say that any action the PCs can imagine is RAW due to Pg. 42. Or a Level 78 monster you pit against a Level 1 party is RAW...
