    Power attack rules question

No. Power Attack specifies "...+2 bonus to the damage roll..." If you don't roll the dice, you can't add Power Attack to it.

two weapon fighting without off hand?

You can if you're a Ranger. Just not if you try to take the rules 100% literally. ;)

two weapon fighting without off hand?

Yes, off-hand is another example of an "implied rule" in 4ed. Kind of strange, but we have to live with it. Nowhere does it explicitly state "You can not hold/wield two weapons." However, since the off-hand property breaks a rule, it implies that the rule exists. Then again, nowhere does it...

Athletics (Long Jump) (A Keep on the Shadowfell inspired question)

You don't round when using long jump. So a result of 11 would let you clear 2.2 squares, which is more than 2 squares, letting you clear the pit.

    Dragonborn Ecology up at WotC

I'm sorry that I want the quality to improve on products I will be purchasing in the future, especially when the suggested fixes will take a maximum of 5 minutes to enact.

    Dragonborn Ecology up at WotC

I like all the crunch so far... I'm too tired to actually read the rest. Time to start a list of corrections, though: Dragonborn Zeal should probably be a Paragon Dragonborn Racial Utility instead of Epic. Dragonborn Commandant leaves out mention of Dragonborn Frenzy in each specific attack...

Athletics (Long Jump) (A Keep on the Shadowfell inspired question)

Fwiw, all the DCs in the published adventures have long jump as DC+1. So to jump 10ft requires a DC of 11. To jump 20ft requires a DC of 21. I'm kinda thinking roll a d20, that's how many feet you jump when running. Divide by 2 if standing still. Just seems easier to remember than Result/5.

Spell Accuracy and persistent movable zone powers

I'd rule that the empty spot of the cloud moves with the cloud... Pure DM fiat though.

    Weapon Powers and improvised weapons

It's not "you must use a weapon," it's "you can use your weapon's enhancement bonus on this attack."

    Some Questions.

Yes, it made an attack that didn't include the Paladin, so it takes damage. Correct. I'd go with Deft Strike personally. Not sure about the other two.

Mummy Rot - When are you Infected?

During the battle, you get hit by a disease attack. Until the end of the encounter, nothing happens. After the encounter is over, you immediately make a normal Saving Throw. If you succeed, you're safe. If you fail, you catch the disease and the Initial Effect immediately takes effect...

Are hunter's quarry and sneak attack equal?

True, but if it's a monk I don't think there's going to be much trouble there. Well, it depends on your vision of monk, I guess. My vision of a monk uses sickles, katars, and shuriken... might have to fudge a little if you want to do unarmed. MMmm... katar. I'll have to do that with my next...

Are hunter's quarry and sneak attack equal?

I don't see anything terribly wrong with it. The multiclass sneak attack gives you +2d6 on one attack. The damage is guaranteed as long as you can get Combat Advantage. The multiclass hunter's quarry gives you two chances to get +1d6 on two separate attacks. You have to hit with those two...

    Cover question

Normal cover. Drawing lines from top-right of C to all corners of M, you get 2 lines blocked. Note that Line of Sight and Cover follow slightly different rules. When determining LoS, the lines can't even touch a wall or run along it. When determining Cover, the lines they can run along a...
