    Yup, you need two targets. If you want to use it on one creature... just use Twin Strike. It's 90% the same thing.

    DMG 42. Wine = Easy Ale/Beer = Moderate Liquor = Hard Use Endurance checks... DC increases by 1 for each drink. Failure gives -1 to all rolls. I just made that up... but it seems usable.

    Creating Monsters issues

    They're not rules, they are guidelines. Their only purpose is to get you close enough to make it a decent challenge. Most of the monsters in the MM have fudged stats to help differentiate them from each other. Otherwise, you'd have all level 5 skirmishers having the exact same stats... Yawn!
