    George has it right. For your scroll of Fireball, right out of the DMG, caster level 5, a sorcerer can't actually cast that spell until level 6. But a sorcerer with Cha 13+ actually meets the requirements to activate the scroll spell at level 5.

    Sure, but then you'd have to adjust your hands on weapon and shield and stuff. It seems much easier to prick your finger on your Spell Storing Armor Spikes +1 than to mess with Quickdraw and the off chance that someone will try to Disarm you while you have only one hand on your greatsword.
