Actually, "no more than two" modifies "of those powers," which refers to the 3 at-will granted by the class. The at-will granted by human is fair game and you can take a beast form power with it, making a total of 3 (+1 non-beast form).

You're thinking of Combat Medic. It's stabilize, not activate second wind, as a minor (which would effectively give n-1 extra minor action heals per encounter, where n=number of party members).

What everyone else said. However: make sure you're playing with the drow errata. Drow now get either darkfire or cloud of darkness. You no longer get to choose every fight. Maybe that will satiate his nerflust.
