Mostly I think you need to change things from all enemies in the ward to one enemy in the ward.
One question, what happens when someone knocks the ward prone?

So, on topic. First glance it seems to have all the advantages of a defender and a controller combined. What's the weakness?
er... mostly you just used it at it's sweet spot. Not to say the sweet spot isn't nice. Just that it's all down hill from there.
That might fit some power, feat or class feature. But it's not power attack.
Which isn't to say no, but rather to say it would need a new name etc...
or...
BAH! Class role should be assigned due to the needs of the class, not metagame BS.
They have many controller abilities. But still at their core, they're a buffing class.
Warlord-- Melee, defender qualities, tactical master
Cleric-- melee or ranged, defender and controller qualities, master of healing
Artificer-- ranged, controller qualities, master of zone buffs
