    True, but a minus to hit effects all the [W]s of daily, if we want power attack to be used for anything other than basic attacks it needs to effect all the [W]s too. it's -10% to hit which should be matched by +10% to damage not +2 to damage

    it should be per [W] damage, not a flat bonus. It's not that bad for basic attacks as it is, but it's horrible for powers.

    5d10 is way too much 4d10 is a bit much too. I'd keep it down in the 2d10 range. AKA 1st level encounter power. I like Farstrand's idea. Make it take a special power to fire it. That prevents it from being used with other powers. Which might allow for 3d10 considering the team effort...

    so that's a 3E house rule that you're converting into 4E right? How about instead of AC only for confirmation roles. the helm forces them to role 1, 2 or 3 dice instead of maximizing. While still getting the usual bonus dice.

    Legion style tower shields

    It's not the tracking really. It's that it never really effects your tactics. You fight in the same formation either way. In other words it's not the cost, it the lack of benefit.
