It's always been best to fight at full strength. And the solution as always been to provide a strong narrative to drive the players.

One note. Since str is a dump stat for them, their OAs will suck.

that's just me still being in a 3E mind set. +1 hit +1 damage compared to a crossbow.

fluff aside. How's the crunch? Balanced considering it would take a feat?

Have ninjas charged? What kind of ninja are you creating? What are your references? Batman? Yes ninja is the wrong name. But even if it had a good name it would still be junk. Melee controllers don't work. lol

Razorbow +3 prof 1d10 damage 10/20 range 50 gp 6 lbs crossbow load minor is still too much. Crossbows have the advantage of allowing rogue abilities. Compared to the heavy crossbow that's +1 hit and +1 damage, more than any other superior weapon.

The point isn't true realism, just to have enough fluff to justify the crunch.

I agree marking is a defender trait, but I don't think all defenders need it. So long as they have ways of defending the rest of the party

How about Razorbow superior ranged weapon, 2handed prof +1, damage 1d12, range 10/20 price 75 gp; weight 5lbs; group crossbow; properties, high crit, load minor The magic balance point is to make so some people will take the feat, but not everyone. Note that the cost of the weapon is trivial...

even if it was just +3 1d10 10/20 every archer would pick it up for the + to hit.

Tower shield +3 AC and Reflex. While wielding a tower shield you can only use offhand weapons. Think roman legion tower shield and short sword.

Ninjas where not nobles with fancy swords. They where peasants trained to do the nobles dirty work. They really did use plain old short swords.

They don't really have more reach than a great axe, maul or great sword. They're not pole arms. +2 prof 1d10 two handed heavy thrown martial spear.

dex/int armor shield power feat untyped and that's it.

even worse, 6 character multiclassed into paladin. yep, broken as written. fix is easy, have it not stack with it self.

why would a archery ranger ever not pick up proficiency in it?
