Spellcaster aware of successful saving throw?

it's much harder to play with pointless hidden information so don't do it. The players should trust the DM and hiding to no real end doesn't help. Players should have full tactical knowledge of every condition in the battle. Except in the case of stealthed enemies.

    Aggro

It should be noted that D&D is older than the notion of aggro. While you're DMing picking targets tends to just come naturally. Aggro is an MMO thing, the computer can't wing it, the computer needs rules. But while DMing I've never needed an aggro system. The best part of not having an...

How do you heal outside a fight?

yeah, since it can be done with a trivial amount of extra bookkeeping, I'd toss out the bookkeeping and just let players use encounter powers at will out of combat.

    Insubstantial rules irk anyone else?

having half the party sit out the fight is super lame While it might be more 'real' that way, it's terrible game design

    Arrows Usable Once Only?

tracking arrows is like tracking food. 95% of the time it's pointless accounting since it's trivial to not run out. 5% of the time running out of food can lead to excellent gaming sessions and so you should track it only when there's a real risk of running out. In 4E I wouldn't track arrows...

    Preview: Highwayman

Wizards don't have to go out of their way to control the battle field. Blasts of all kinds flow naturally from the arcane. Volleys (already the territory of rangers and rogues) Stares (for the record I do think those are nice) Dust/Sand (meh) melee bursts (fighter and ranger territory)...

    Ninja: Ki Controllers

O_o you don't have to be a controller to beat up minions. Wizards can't solo multiple foes any better than warlocks can. AC is a defender trait. And your AC ability allows for MUCH higher AC than a fighter. That's a Striker trait that's over powered for an at will, it's a powerful at...

    Insubstantial rules irk anyone else?

It's so no player has to sit out an encounter.

Kobold Vermin Handler a bit too tough?

back in 2E you where lucky if your low level wizard survived one hit. In 3E if you considered your self lucky since while you still would go down in one hit, you didn't have to reroll since you didn't die until -10. In 4E wizards can finally take a hit! But that doesn't mean they have any...

    [Ritual] Summon Monster

Why would you want to add that to your game? It was removed for good reasons, do you have good reasons justifying it's return. It's not that you can not break the rules, it's that 99% of the time you should not break the rules.

    Devil's advocate

TWF for rangers is fine. Archer rangers may not get as cool a bonus as TWF rangers, but they're a strong build anyways, so there's no need to buff them. Great swords actually don't suck. High accuracy + high damage combined with multi [W] powers gives them a solid niche. They're no longer...

    Retainers, henchmen, hirelings and redshirts?

Oh man I'm totally gonna have to give my players gnome henchmen for monster snacks.

    Retainers, henchmen, hirelings and redshirts?

as I am often the DM I'm all for 1 HP henchmen to kill.

    Martial Artist. The Martial Monk

I'd put unarmed training into the multiclass feat rather than quivering palm.

    Remorhaz

besides the type issue, I like it.

    Remorhaz

swallow strikes me as something you want an elite to have, not a normal. Maybe even solo, style wise they fit the bill for a lone terror.
