    You can move mage hand 5 squares as a minor action... but can you move it UP? It floats around, right?

    If I were to allow this I'd limit it to once/encounter; once you've done the magehand trick your enemies will be wise to it. On a side note, how high can a mage hand fly, if at all? It can move 5 squares, but nothing about if it can move up into the air.

    True, but I like the idea of a fear effect; I think in older editions of D&D some "ecology of the ghoul" type article said that a ghoul's paralysis was caused by fear (in order to explain why elves were immune to ghoul paralysis... elves had "spirits" instead of "souls" and hence for some reason...

    I might consider counting the ballista in your "xp budget" if you went around adventuring with one and used it in an encounter; either adding in extra monsters or taking away a small amount of XP used. I'm not 100% sure I'd do this, but if it seems that the ballista might be too powerful this...

    I'd name my lightning sword "elecric razor" and make a lot of awful shaving puns and jokes.

    Don't forget the "fall prone" part of the rule. If you save you are still prone; I see this as the target throwing itself to the ground or against the force pushing it in order to avoid being moved at all cost.

    I totally disagree. Getting an extra at-will is a huge draw for me. This is the only way to get an extra at-will, and most of the time you are using your at-wills. By getting another one, you've effectively increased your versatility by 50%.
