    Well, it does require three pretty subpar feats for a sorcerer : Exotic weapon : Whip, Dodge and Mobility. Also, it requires 6 ranks in a cross-class skill, so you couldn't take it until 9th level. That makes it far from overpowered, IMO.

    Not necessarily because then it's only a better version of scribe scroll : 1) A wand with 1 charge costs less than a corresponding scroll. 2) Spell trigger items are cooler than spell completion items. Easier to use, for one.

    Actually, 18k gp is 20% of a 12th level character's wealth so it is far from negligible. Also, 50 arrows is far from enough to last a whole day's adventuring considering high rate of fire. This archer would probably go through 2-3 GMW's worth of arrows each day.
